This 1988 working session of the International Committee on Legal Problems of Extradition in Relation to Terrorist Offenses introduced draft articles to help governments interested in strengthening international cooperation in the apprehension and punishment of terrorists.
Abstract
Several committee members dissented from one or more of the draft articles, and some submitted individual statements of partial dissent or clarification. These were included in the committee report to make them available to governments contemplating diplomatic correspondence or other actions based on the draft articles. Comments on the draft articles concerned the need to restrict their applicability to acts governed by laws of international armed conflict, the importance of focusing on transnational terrorism, the use of force by states, legal ramifications of the draft articles and international cooperation, asylum, and definitional problems in terrorism and terrorist offenses.
