This 2008 Report of the International Narcotics Control Board reviews the international drug control conventions, the operations of the international drug control system, and the status of drug control in various areas of the world, followed by drug-related recommendations to governments, the United Nations, and other relevant international and regional organizations.
Abstract
A review of the history, achievements, and challenges facing the international drug control conventions is followed by seven recommendations by the Board for ensuring a more effective implementation of the international drug control conventions. The section on the operation of the international drug control system contains sections on narcotic drugs, psychotropic substances, and precursors for the manufacture of illicit drugs. Each of these sections contains information and data on the status of adherence to relevant international conventions, the Board’s cooperation with governments, the prevention of diversion of specified drug types into illicit trafficking, control measures, and consumption of specified substances. Other data and information on the operation of the international drug control system pertain to the promotion of the universal application of the international drug control treaties and measures to ensure the implementation of these treaties. Analysis of the world situation regarding drug use and control addresses conditions in Africa, the Americas, Asia, Europe, and Oceania. For each of these areas of the world and regions within them, data and information cover major developments; regional cooperation; national legislation, policy, and action; and drug cultivation, production, manufacture, trafficking, and abuse. The report concludes with recommendations to governments, the United Nations, and other relevant international and regional organizations regarding ways in which they can improve their efforts to address drug production, manufacture, trafficking, and use through national and international efforts. Appended listing of regional groupings used in the report and the current membership of the Board
