This is the report from the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which met in Vienna, Austria, April 18-22, 1988.
Abstract
The focus of the meeting was the prevention of juvenile delinquency. To that purpose, two resolutions were adopted, providing guidelines for juvenile delinquency prevention (the Guidelines of Riyadh) and for the protection of juveniles deprived of their liberty. Drafts of these resolutions are shown. Also included are summaries of discussions on the phenomenology of contemporary juvenile delinquency, delinquency prevention, reform in juvenile justice administration, the role of the United Nations, the impact of the Beijing Rules (a juvenile justice promotion instrument), and juveniles deprived of their liberty.
