A committee established by the South Carolina legislature has examined the illicit drug problems in the State since 1970 and has received reports from a variety of State agencies involved in addressing problems related to alcohol and other drugs.
Abstract
Issues considered during 1988-89 have included the 20 percent surtax on beer and wine, the reclassification of felony driving under the influence as a violent crime, the removal of the provisional driver's license for a first drunk-driving offense, mandatory drug testing of all drivers involved in fatal or serious traffic crashes, a zero level of blood alcohol allowed for persons under age 21, and other measures. More than 100 bills were introduced during the 1989 legislative session, and several of these were enacted into law. Other efforts to address the problems of substance abuse were conducted by the South Carolina Commission on Alcohol and Drug Abuse, the State Department of Education, law enforcement and corrections agencies, and the State Vocational Rehabilitation Department.
