The South Carolina General Assembly Joint Legislative Committee To Study the Problems of Alcohol and Drug Abuse was formed to make a complete study of the illicit drug problems in the State with a view to formulating and recommending appropriate legislative proposals for coping with the problem.
Abstract
In 1990-1991, the Committee focused on a number of major alcohol and drug related issues and proposals including boating under the influence, administrative license revocation, and ABC violators participating in pre-trial intervention. This report summarizes subcommittee reports and recommendations. The report highlights activities of the South Carolina Commission on Alcohol and Drug Abuse, the State's Alcoholic Beverage Control Commission, and the Law Enforcement Division of the Narcotics Department. In addition, the report outlines the efforts of the Department of Mental Health to develop a coherent system for care of addicted individuals, dual diagnosed individuals, and children and adolescents. The South Carolina Department of Highways and Public Transportation compiles traffic accident statistics, operates DWI enforcement programs, implements an advocacy program for victims of DWI accidents, and runs a public information and education program to discourage drinking and driving.
