THIS TASK FORCE REPORT DISCUSSES ISSUES AND MAKES RECOMMENDATIONS CONCERNING WOMEN AS RECIPIENTS IN THE LEAA SYSTEM, WOMEN IN CRIMINAL JUSTICE ADMINISTRATION, AND WOMEN AS OFFENDERS, VICTIMS, AND PERSONNEL.
Abstract
THE TASK REVIEWED LEAA-FUNDED PROGRAMS INTENDED TO PROVIDE EQUAL SERVICES ON AN EQUAL BASIS TO PERSONS IN THE CRIMINAL JUSTICE SYSTEM. CURRENT LEAA FUNDING PATTERNS AND ONGOING PROGRAMS MOST DIRECTLY RELATED TO THE NEEDS OF WOMEN WERE ALSO ANALYZED. IN PARTICULAR, ISSUES AND LEAA POLICIES WERE EXAMINED FOR WOMEN AS OFFENDERS, FEMALE JUVENILE OFFENDERS, GIRLS AND WOMEN AS VICTIMS, WOMEN AS EMPLOYEES AND VOLUNTEERS, AND WOMEN AS GRANT, LOAN, AND CONTRACT RECIPIENTS. THE STATUS OF WOMEN AS EMPLOYEES IN LEAA IS ALSO REVIEWED. THE TASK FORCE FOUND A GENERAL LACK OF ATTENTION TO WOMEN'S NEEDS IN MOST PROGRAMS AND TO ASSURING EQUAL ACCESS FOR WOMEN BY INSITUTIONS PROVIDING SERVICES. THIS INATTENTION WAS FOUND TO STEM PARTLY FROM A LACK OF AWARENESS OF THE SPECIAL NEEDS OF WOMEN. PARTLY IT WAS THOUGHT TO BE DUE TO THE PRECEDENCE GIVEN TO OTHER PRIORITIES. MOST OF THE PROGRAMS CONSIDERED TO BE SIGNIFICANT FOR WOMEN LACKED ADEQUATE REPRESENTATION OF WOMEN IN POLICY MAKING AND SUPERVISORY POSITIONS. SEVERAL RECOMMENDATIONS ARE PROVIDED FOR REFORM AND CHANGE IN THE NEEDS AREAS IDENTIFIED BY THE TASK FORCE. (AUTHOR ABSTRACT MODIFIED)
