POLICY RECOMMENDATIONS MADE BY THE MARYLAND COMMISSION ON LAW ENFORCEMENT AND ADMINISTRATION OF JUSTICE CONCERNING HIGHER EDUCATION PROGRAMS FOR MARYLAND CRIMINAL JUSTICE PERSONNEL.
Abstract
THESE RECOMMENDATIONS, BASED ON THE FINDINGS OF AN EARLIER STUDY OF CRIMINAL JUSTICE HIGHER EDUCATION IN THE STATE, STEM LARGELY FROM THE COMMISSION'S DESIRE TO DEVELOP A COMPREHENSIVE PLAN FOR UPGRADING CRIMINAL JUSTICE SERVICES AND FOR SOUNDLY ADMINISTERING FUNDS FROM THE FEDERAL LAW ENFORCEMENT EDUCATIONAL PROGRAM (LEEP). THE RECOMMENDATIONS COVER SUCH TASKS AS DETERMINING THE STATE'S PERSONNEL NEEDS, CLEARLY DEFINING POSITION DESCRIPTIONS AND QUALIFICATIONS, ESTABLISHING MINIMUM EDUCATION REQUIREMENTS, SETTING STUDENT FUNDING PRIORITIES, PROVIDING MEANS FOR CONTINUED PERSONNEL IMPROVEMENT THROUGH EDUCATION, AND MONITORING THE SPENDING OF LEEP FUNDS. THE REPORT INCLUDES A SUMMARY OF THE EXISTING SYSTEM OF CRIMINAL JUSTICE HIGHER EDUCATION AND THE CRITICISMS OF SOME STUDENTS CURRENTLY RECEIVING LEEP-FUNDED EDUCATION.
