This report presents the recommendations from the meeting of the United Nations Working Group on Firearms, which was held in Vienna on May 21-22, 2012, along with features of the meetings' organization and a statement on the adoption of the report.
Abstract
Transnational Organized Crime established an open-ended intergovernmental work group on firearms to advise and assist the Conference in the implementation of its mandate regarding the Protocol Against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components, and Ammunition, supplementing the United Nations Convention Against Transnational Organized Crime. The Working Group's recommendations from its meeting pertain to promotion of universal adherence to the Firearms Protocol; how states parties of the Firearms Protocol can better implement its provisions; international cooperation; how the Working Group can better coordinate with the various international bodies combating the illicit manufacturing of and trafficking in firearms, their parts, and ammunition; the provision of technical assistance; and future work of the Working Group. The recommendation on how States parties to the Firearms Protocol can better implement its provisions contains proposals in the following areas: legislative development, overall implementation of the Firearms Protocol, and prevention measures. The prevention measures pertain to marking and record-keeping; implementation of an effective system of export and import licensing or authorization, and measures on transit; identification, seizure, confiscation, destruction, and deactivation; control measures; criminalization; criminal investigation and analysis; and information exchange. The report's section on the meeting's organization addresses the opening and duration of the meeting, the adoption of the agenda and organization of work, attendance, and documentation. The report concludes with a statement on the adoption of the report.
