PRESENTATIONS, RECOMMENDATIONS, AND COMMITTEE REPORTS FROM A STATE POLICE PLANNING MEETING ARE DOCUMENTED, AND A PLAN TO GUIDE THE DEVELOPMENT OF STATE POLICE OPERATIONS THROUGH 1981 IS PRESENTED.
Abstract
THE CONFERENCE PROCEEDINGS INCLUDE A KEYNOTE ADDRESS BY THE STATE POLICE CHIEF, A CONCLUDING STATEMENT ADOPTED BY THE CONFEREES, A SPECIAL RECOMMENDATION CONCERNING THE PROMOTION OF INTRADEPARTMENTAL COMMUNICATION, A STATEMENT OF STATE POLICE DEPARTMENT GOALS AND OBJECTIVES, AND COMMITTEE REPORTS ON ADMINISTRATION, OPERATIONS, PERSONNEL, EQUIPMENT, AND COMMUNICATIONS. THE GOAL/OBJECTIVE STATEMENT INCLUDES AN OUTLINE OF THE RESPONSIBILITIES OF THE STATE POLICE WITH REGARD TO ENFORCEMENT OF STATE LAWS, PREVENTION, PROTECTION OF LIFE AND PROPERTY, AND PROVISION OF EMERGENCY, MANDATED, AND VOLUNTARY SERVICES. THE CONFEREES VOTED TO REESTABLISH THE IMAGE OF THE DEPARTMENT AS A POLICE ORGANIZATION AS OPPOSED TO A HIGHWAY PATROL ORGANIZATION, AND TO ELIMINATE ALL MOTOR VEHICLE DEPARTMENT-RELATED SERVICES BY PROVIDING ALTERNATIVES TO STATE POLICE INVOLVEMENT IN SUCH MATTERS AS DRIVER'S LICENSE EXAMINATIONS, TRAILER INSPECTION, AND DEALER'S INSPECTION, AMONG OTHERS. THE COMMITTEE REPORTS INCLUDE OUTLINES OF THE TOPICS COVERED AND PROBLEMS IDENTIFIED BY THE COMMITTEES, TOGETHER WITH DETAILED RECOMMENDATIONS. THE DEPARTMENT'S 5-YEAR PLAN SCHEDULES ACTIVITIES IN THE AREAS OF ADMINISTRATIVE AND LEGISLATIVE CHANGE, INTERNAL POLICY, EQUIPMENT AND COMMUNICATIONS, AND SPECIAL STUDIES THROUGH 1981.
