REPORT ON AN IN-DEPTH INQUIRY OF THE METHODS EMPLOYED IN THE ENFORCEMENT OF WARRANTS IN NEW YORK CITY AS PART OF A STUDY COMMISSIONED TO EXAMINE THE CITY'S CRIMINAL JUSTICE SYSTEM AND REPORT ON AGENCY OPERATIONS IN THE SYSTEM.
Abstract
THE INQUIRY WAS CONDUCTED TO INVESTIGATE INFORMATION WHICH INDICATED THAT ARREST WARRANTS FOR CRIMINALS WERE NOT BEING PROPERLY ENFORCED. THE COMMISSION EXAMINED THE WARRANTS AND DATA AVAILABLE AT THE WARRANT DIVISION AND INTERVIEWED MEMBERS OF THE FORCE ASSIGNED THERE AS WELL AS INTERVIEWING MEMBERS OF OTHER AGENCIES SUCH AS THE DEPARTMENTS OF PROBATION AND CORRECTION. THE COMMISSION FOUND THAT THE WARRANT DIVISION WAS DEFICIENT IN ENFORCING WARRANTS FOR SEVERAL REASONS INCLUDING POOR MANAGEMENT AND INVESTIGATION TECHNIQUES. RECOMMENDATIONS FOR IMPROVEMENT INCLUDE DEVELOPING EFFICIENT MANAGEMENT TECHNIQUES, INCREASING THE INVESTIGATIVE REPORTS, AND COMPUTERIZING THE WARRANT SYSTEM.
