This report from the United Nations Economic and Social Council presents results of discussions from the Expert Group on the Standard Minimum Rules for the Treatment of Prisoners.
Abstract
The United Nations Commission on Crime Prevention and Criminal Justice established the Expert Group on the Standard Minimum Rules for the Treatment of Prisoners to exchange information on the best practices as well as existing national and international laws and legislation that reflect recent advances in correctional science and best practices regarding the treatment of prisoners. This report presents results of discussions from the third meeting of the Expert Group. The meeting expanded discussion on the nine thematic areas identified as standard minimum rules for the treatment of prisoners. These nine areas are respect for prisoners' inherent dignity and value as human beings, medical and health services, disciplinary action and punishment, investigation of all deaths in custody, protection and special needs of vulnerable groups deprived of their liberty, the right to access legal representation, complaints and independent inspection, and training of relevant staff to implement the standard minimum rule. A summary of deliberations from the meeting is presented in the report along with a set of recommendations made by the Expert Group to the Commission on Crime Prevention and Criminal Justice at its 23rd meeting.
