The history of Maryland's Repeat Offender Program Experiment (ROPE) is reviewed; seven recommendations developed by the ROPE Subcommittee are detailed.
Abstract
Analysis revealed a need for statewide support of ROPE that will target repeat offenders and develop appropriate intervention and treatment strategies. Expansion of ROPE to at least five additional counties -- ideally, Carroll, Cecil, Frederick, Harford, and Prince George's Counties -- is recommended. Also recommended is the preparation of a presentation on ROPE for public interest groups, professional associations, and others requesting information. A ROPE technical assistance manual to help local subdivision establish ROPE's is suggested. The Subcommittee recommended that (1) $150,000 be targeted for ROPE planning and policy development and (2) that a comprehensive ROPE case and activity data collection system be developed to measure and respond to questions concerning ROPE's effectiveness.
