RESEARCH, FINDINGS AND RECOMMENDATIONS OF A STUDY OF THE STRUCTURE AND PROCESS BY WHICH FEDERAL SUPPORT IS PROVIDED, THROUGH LEAA, TO THE JUDICIAL COMPONENTS OF STATE COURT SYSTEMS.
Abstract
THE OBJECTIVES OF THE TEAM'S STUDY WERE TO DESCRIBE AND ANALYZE THE PLANNING AND ALLOCATION PROCESSES PRESENTLY UTILIZED UNDER THE AUTHORITY OF THE CRIME CONTROL ACT OF 1973, AND SUBSEQUENTLY, WHERE INDICATED BY THE FINDINGS, TO RECOMMEND IMPROVEMENTS TO THOSE PROCESSES. FOUR DIFFERING STATE MECHANISMS - IN ARIZONA, CALIFORNIA, GEORGIA AND WISCONSIN - FOR COURT PLANNING AND FUNDING UNDERWENT FIELD ANALYSIS TO DETERMINE THEIR REPRESENTATIVE EFFECTIVENESS IN DELIVERING FEDERAL RESOURCES. IN EACH CASE THE REVIEW ENCOMPASSED THE RELATIONSHIP BETWEEN THE STATE PLANNING AGENCY (SPA) AND THE STATE JUDICIAL SYSTEM AND THE METHODS BY WHICH THEY WORK - OR DO NOT WORK - TOGETHER. THE REPORT DESCRIBES THE STUDY METHODOLOGY AND ANALYSIS AND PRESENTS THE TEAM'S TEN RECOMMENDATIONS WHICH FOCUS ON THREE BROAD AREAS OF CONCERN: (1) THE LOCUS OF RESPONSIBILITY AND THE MECHANISM FOR COURTS PLANNING IN THE VARIOUS STATES, (2) THE ROLE AND COMPOSITION OF THE SPA ADVISORY BOARDS, AND (3) THE SYSTEM BY WHICH LEAA MONIES ARE ALLOCATED TO THE COURTS COMMUNITY.
