THIS STUDY WAS UNDERTAKEN TO REVIEW THE ORGANIZATION, FUNCTIONS, RECORDS, AND SPACE MANAGEMENT FOR EACH OF THE THREE OFFICES OF THE SUPREME COURT, IN SAN FRANCISCO, LOS ANGELES, AND SACRAMENTO.
Abstract
THE STUDY INCLUDED AN ANALYSIS OF PRESENT ORGANIZATIONAL AUTHORITIES, RESPONSIBILITIES, POLICIES, AND SYSTEMS. DETAILED REVIEWS OF REPRESENTATIVE OFFICE FUNCTIONS AND PROCEDURES WERE PERFORMED, ALTHOUGH NO ATTEMPT WAS MADE TO PERFORM WORK MEASUREMENT NOR SET PERFORMANCE STANDARDS. FOUR APPROACHES WERE USED FOR COLLECTING INFORMATION. THESE WERE QUESTIONNAIRE, INTERVIEW, OBSERVATION AND REVIEW OF EXISTING DOCUMENTATION. EVERYONE IN THE OFFICE OF THE OFFICE OF THE CLERK AND THE COURT SECRETARY COMPLETED A DETAILED QUESTIONNAIRE. IN ADDITION, EACH PERSON WAS INTERVIEWED. FOLLOWING THE SECTIONS ON ORGANIZATION, FUNCTIONS, RECORDS AND SPACE, RECOMMENDATIONS FOR REVISION ARE PROVIDED. INCLUDED IN THE RECOMMENDATIONS ARE SUGGESTIONS FOR CONSOLIDATION OF CERTAIN OFFICES WITH THE DISTRICT COURTS OF APPEAL, ELIMINATION OF THE MAINTENANCE OF AN ATTORNEY ROLL, CHANGES IN CALENDAR PROCEDURE AND FORMS, AND CHANGES IN RECORD KEEPING.
