This 3-volume report of the Canadian Task Force on the Reduction of Substance Abuse presents the task force's findings and recommendations.
Abstract
Volume 1 proposes a strategic framework for the reduction of substance abuse. This framework governs the planning and delivery of a continuum of substance abuse services and programs to Federal offenders from reception to sentence expiration. The service delivery is based in a health promotion model consistent with the mission of the Correctional Service. The three basic mechanisms of health promotion and self-care and personal responsibility, mutual self-care and self-help groups, and the creation of a healthy environment. Implementation strategies involve primary prevention and secondary and tertiary intervention efforts. Implementation techniques foster staff, offender, and community participation and the strengthening of community and institutional substance abuse services and policy development. Attention is given to the special needs of female and Aboriginal offenders. Sections of the report also address staff training in substance abuse and program research and evaluation. Volume 2 presents the documents that underlie the task force recommendations, and volume 3 presents the review of the literature as well as the evaluation of substance abuse programs used by the Correctional Service.
