Abstract
THE USE OF REPRESSIVE MEASURES BY THE POLICE WITH RESPECT TO PROSECUTING TRAFFIC LAW VIOLATORS IS NOT A GOAL IN ITSELF BUT ONLY PART OF POLICE MEASURES IN TRAFFIC CONTROL. EFFECTIVE STEPS OF PREVENTIVE CHARACTER ARE STILL MORE SIGNIFICANT, SINCE THE ROAD USER IS OFFERED POSITIVE PATTERNS OF ROAD BEHAVIOR.
