RECOMMENDATION OF A PLAN TO IMPLEMENT A CRIMINAL JUSTICE INFORMATION SYSTEM, INCLUDING COST ESTIMATES AND MANAGEMENT MODELS.
Abstract
THE GREATEST AND MOST PRESSING NEEDS WHICH COULD BE SOLVED BY AN INFORMATION SYSTEM ARE SHARED BY ALL AGENCIES THROUGHOUT THE COUNTY. THE INABILITY OF INDIVIDUAL AGENCIES TO RAPIDLY STORE, RETRIEVE, AND COMMUNICATE INFORMATION SUGGESTS THAT A LOCAL SYSTEM, CONTAINING INFORMATION AND DATA USEFUL TO ALL, WOULD FILL THE VOID. THE SYSTEM, TERMED PRISM (PARTICIPATORY RECORDS AND INFORMATION SYSTEM FOR SAN MATEO COUNTY), WILL PROVIDE ACCESS FROM LOCAL TERMINALS FOR ALL CRIMINAL JUSTICE AGENCIES TO A COUNTYWIDE DATA BASE OF SPECIFIC INFORMATION THAT WILL ENHANCE POLICE FIELD OPERATIONS, INVESTIGATION, DEFENDANT PROCESSING, AND MANAGEMENT PLANNING. INFORMATION IN THE SYSTEM WOULD INCLUDE CRIMINAL HISTORIES, SPECIFIC CRIMINAL EVENTS, VEHICLE DATA, AS WELL AS THE CAPABILITY TO SHARE DATA IN STATE AND FEDERAL SYSTEMS AND THE CAPABILITY TO TRACK THE PROCESSING OF DEFENDANTS THROUGH THE SYSTEM. THE STUDY OFFERS IMPLEMENTATION AND MANAGEMENT SUGGESTIONS, COST DATA AND DATA SECURITY INFORMATION.
