The Research Subcommittee of the Research and Rehabilitation Committee of New York's Alcohol and Highway Safety Task Force proposes that three conditions must be present in the implementation of any alcohol and highway safety system: a framework for implementation, evaluation/research designs for all program models, and the development of an information system.
Abstract
The first condition that must be met to have an effective alcohol and highway safety program is the existence of an overarching perspective that can tie the separate parts of the program together in a consistent and comprehensive addressing of the problem. Without a perspective which views all programs as elements of an overall model, conflicting effects might occur. Another condition necessary to ensure the effectiveness of any system is the establishment of an active research/evaluation component. An empirical basis for determination of program effectiveness is the only way to ensure that the intended effects of the program are occurring. Finally, the capability to conduct scientifically sound evaluation at the systemwide as well as local levels must be developed through the establishment of a comprehensive data base/management information system.
