This report summarizes the results of a British study that examined the nature of drug "throughcare" (treatment and support for ex-inmates in making the transition from prison to the community) for inmates with serious drug abuse problems.

Abstract

This study interviewed a wide range of professionals from the Prison Service, the Probation Service, drug services, and other agencies regarding their practices. A central feature of the study was the tracking of ex-inmates with drug abuse problems upon their release. Seventeen prisons with drug pilot programs were selected for participation in the study. All inmates with drug problems who had undergone some form of treatment and were to be released during the period October 1998 to January 1999 were asked to complete a questionnaire; 179 prisoners completed a questionnaire prior to their release. Of this number, 170 agreed to complete a follow-up questionnaire 4 months after their release; 112 completed and returned the second questionnaire. In addition to formal tracking, inmates were consulted in focus group discussions prior to their release. Based on study findings, this report recommended that the Prison Service identify inmates with drug problems; provide effective drug treatment; and ensure that prior to release, any inmate who required drug services was identified to the supervising Probation Service for the purpose of providing throughcare. The Probation Service should provide drug abusers with support while they are in custody and provide suitable supervision upon release, including ensuring access to drug services. Health Authorities should assess whether those returning from prison need drug services and then purchase the services required to meet those needs. Local authorities should provide social services such as counseling, day-care, and residential care. Statutory and independent drug services are responsible for delivering drug services to ex-inmates upon their release.
