AN OVERVIEW OF THE MAJOR ELEMENTS IN THE TRAFFIC LAW ENFORCEMENT SYSTEM, AN INTERNATIONAL SURVEY OF TRAFFIC ENFORCEMENT SYSTEMS, AND A REVIEW OF RESEARCH ON THE ENFORCEMENT OF LEGISLATION ON OFFENSES AND ACCIDENTS.
Abstract
THE INTERACTION BETWEEN VARIOUS ELEMENTS OF THE TRAFFIC LAW ENFORCEMENT SYSTEM SUCH AS POLICE, COURTS, LEGAL PENALTIES AND DRIVERS IS FIRST EXAMINED. ASPECTS OF POLICE SPECIALIZATION, SELECTIVE ENFORCEMENT, AND THE DUTIES, TRAINING, EQUIPMENT, KNOWLEDGE, ATTITUDES AND BEHAVIOR OF POLICE ARE DISCUSSED. THE DETERRENT EFFECT OF PENALTIES, AND DRIVERS' REACTIONS TO POLICE, ENFORCEMENT, AND TREATMENT AS OFFENDERS ARE EXAMINED AS WELL. COUNTRIES RESPONDING TO THE SURVEY WERE AUSTRIA, BELGIUM, CANADA, DENMARK, FINLAND, FRANCE, GERMANY, IRELAND, ITALY, JAPAN, LUXEMBOURG, NETHERLANDS, NORWAY, SWEDEN, UNITED KINGDOM, AND THE UNITED STATES. RESULTS OF THE SURVEY ARE INCLUDED IN THE APPENDIXES. A COMPREHENSIVE REVIEW OF RESEARCH ON THE EFFECTS OF ENFORCEMENT OF LEGISLATION ON TRAFFIC OFFENSES, ON TRAFFIC ACCIDENTS, AND BOTH TRAFFIC OFFENSES AND ACCIDENTS IS CARRIED OUT AND THE FINDINGS ARE SUMMARIZED. RESEARCH PRESENTLY BEING UNDERTAKEN IS INDICATED. GENERAL GUIDELINES, AND GUIDELINES FOR LEGISLATION AND POLICE ARE PROVIDED. (AUTHOR ABSTRACT MODIFIED)
