Abstract
COMMUNITY-BASED, SMALL RESIDENTIAL CENTERS OR HALFWAY HOUSES ARE SEEN AS A HOPEFUL SUBSTITUTE FOR THE LARGE HOSPITAL OR PRISON AS WELL A BRIDGE BACK TO THE COMMUNITY. PLANNING MATERIALS AND SAMPLE POLICIES ARE PROVIDED. BASIC PRINCIPLES AND POLICY QUESTIONS TO BE RESOLVED PRIOR TO START OF A HALFWAY HOUSE INCLUDE SUCH AREAS AS TARGET GROUPS, LOCATION, TYPE OF FACILITY, SPONSORSHIP, STAFFING, FUNDING AND COMMUNITY ORGANIZATION. INFORMATION IS PROVIDED FOR CENTER OPERATIONS, INCLUDING COMMENTS ON EMPLOYMENT, COUNSELING, FOOD SERVICE CONTROLS, REPORTS, AND PROGRAM EVALUATION. (38 REFERENCES)
