This article suggests possible explanations for the Canadian Parliament's failure to act on recommendations from a parliamentary commission regarding the reform of prostitution law.
Abstract
Canada has traditionally used a repressive criminal justice model that attempts to deter and repress prostitution through punitive criminal justice processing. The problems posed by such an approach have increased public support for decriminalizing prostitution. In order to develop proposals for reforms and possible decriminalization of prostitution, a parliamentary commission was created in 2003; however, no changes have occurred in prostitution law over the 10 years since the commission made its report. Of this article's hypotheses for such inaction, one is the Conservative's return to power in Canada's Parliament. 36 notes and 43 references
