This monograph presents a series of interventions relating to international and regional peacekeeping operations.
Abstract
The interventions discussed in this monograph relate to three broad themes: the multinational institutional environment, with particular reference to the international community, the United Nations (UN) and the Organization of African Unity (OAU); foreign initiatives for enhancing Southern African capabilities for conducting peace operations; and regional coordination and cooperation for peace operations, especially in Southern Africa. Individual articles concern: (1) the case for an integrated approach to peace and security; (2) UN standby arrangements, rapid deployable headquarters and regional arrangements; (3) the role of the OAU and subregional organizations; (4) a United States contribution to capacity-building; (5) a British perspective on the P3 Initiative; (6) French views on reinforcing African peacekeeping capacity; (7) Nordic and Canadian perspectives on African capacity-building; (8) policy considerations; (9) training coordination; and (10) Zimbabwe's role as lead nation for peacekeeping training in the Southern African Development Community.
