TWELVE RESOLUTIONS ADOPTED BY THE COMMITTEE OF MINISTERS OF THE COUNCIL OF EUROPE FROM 1974 TO 1977 ARE GIVEN: THESE COVER CRIME PROBLEMS RANGING FROM INTERNATIONAL TERRORISM TO DRUG ABUSE AND HIT-AND-RUN TRAFFIC OFFENSES.
Abstract
SINCE 1962 THE EUROPEAN COMMITTEE ON CRIME PROBLEMS HAS ADOPTED MORE THAN 20 RESOLUTIONS TO ATTEMPT TO ACHIEVE GREATER UNITY IN THE HANDLING OF CRIME PROBLEMS AMONG THE MEMBER NATIONS. THESE RESOLUTIONS RECOMMEND: (1) EXTRADITION OF PERSONS HIJACKING AIRCRAFT, KIDNAPPING PERSONS, OR OTHERWISE ENGAGING IN INTERNATIONAL TERRORISM -- OR PROMPT TRIAL OF SUCH PERSONS, RECOGNIZING THE SERIOUSNESS OF THEIR ACTS; (2) PROVIDING FOR INTERPRETERS, FAIR TRIAL, AND DUE PROCESS FOR MIGRANT WORKERS ACCUSED OF CRIME WHILE IN A COUNTRY OTHER THAN THEIR NATIVE LAND; (3) SEVERAL DUE PROCESS PROCEDURES FOR PROCEEDINGS HELD IN THE ABSENCE OF THE ACCUSED; (4) PRACTICAL CONSIDERATIONS GOVERNING THE EUROPEAN CONVENTION ON EXTRADITION; (5) GUIDELINES FOR APPLYING PENALTIES IN TRAFFIC ACCIDENTS LEADING TO DEATHS OR SERIOUS INJURIES; (6) A RECOMMENDATION THAT PRISON LABOR BE GIVEN A DEFINED STATUS WITH SUITABLE RESOURCES GRANTED TO INSURE VOCATIONAL TRAINING AND PROPER WORK PROGRAMS TO AID IN REHABILITATION; (7) HUMANE CONDITIONS OF IMPRISONMENT FOR LONG-TERM PRISONERS WITH WORK PROGRAMS, EDUCATION, AND CONDITIONAL RELEASE PROGRAMS FOR THOSE NO LONGER A DANGER TO SOCIETY; (8) THE DEVELOPMENT OF ALTERNATIVE SENTENCES INSTEAD OF IMPRISONMENT INCLUDING RESIDENTIAL FACILITIES, FINES, AND SUCH DEPRIVATIONS AS WITHDRAWAL OF DRIVING LICENSES OR CONFISCATIONS OF PRIVILEGES; (9) RESEARCH ON DRUG ABUSE AND DRUG ABUSE TREATMENT; (10) PROVISION FOR COMPENSATION OF VICTIMS OF CRIMES; (11) ESTABLISHING CRIMINAL PENALTIES FOR ENVIRONMENTAL POLLUTION WHICH AFFECTS THE HEALTH OF LARGE NUMBERS OF PERSONS AND THE SETTING UP OF SPECIAL COURTS TO HANDLE ENVIRONMENTAL CASES; AND (12) UNIFORM PENALTIES FOR HIT-AND-RUN DRIVERS, RECOGNIZING THE RESPONSIBILITY OF THOSE IN TRAFFIC ACCIDENTS TO STOP AND RENDER AID. -- IN ENGLISH AND FRENCH.
