SWEDISH RESEARCH ON POLICE PATROL EFFECTIVENESS, MANPOWER DEPLOYMENT IN CRIME INVESTIGATION, AND TRAFFIC CONTROL ARE DESCRIBED.
Abstract
ELEVEN INDICATORS HAVE BEEN DEVELOPED THAT GIVE AN OVERVIEW OF PATROL ACTIVITIES IN THE 118 POLICE DISTRICTS OF SWEDEN, PERMITTING ANALYSIS OF ALTERNATIVES DESIGNED TO INCREASE THE PRODUCTIVITY AND EFFECTIVENESS OF PREVENTIVE PATROL ANALYSIS OF THE POLICE INVESTIGATIVE FUNCTION HAS FOCUSED ON THE RELATIONSHIP BETWEEN THE NUMBER OF CRIMES REPORTED DIVIDED BY THE MAN-HOURS USED FOR A GIVEN CRIME CATEGORY AND THE NUMBER OF CRIMES CLEARED PER MAN-HOUR, TO DETERMINE IF INCREASED MANPOWER INCREASES THE CLEARANCE RATE. THE AVERAGE TIME FOR CASE CLEARANCE HAS ALSO BEEN DETERMINED, ALONG WITH THE FLOW OF CASES THROUGH THE DEPARTMENT AND HOW THEY ARE HANDLED BY THE PROSECUTOR BY CRIME CATEGORY. THE DATA GENERALLY SUPPORT THE CONCLUSION THAT MANPOWER IS NOT AS SIGNIFICANT FOR CLEARANCE RATES AS THE METHODS AND TECHNIQUES FOR INVESTIGATING CRIMES. RESEARCH PROJECTS ON TRAFFIC SURVEILLANCE HAVE FOCUSED ON DETERMINATION OF WHAT INFORMATION SHOULD BE COLLECTED AND HOW IT SHOULD BE PRESENTED TO PERMIT EVALUATION OF THE TRAFFIC PATROL FUNCTION; THE EFFECTS OF TRAFFIC PATROL AND HOW THE EFFECTS VARY WITH PATROL TYPE, PATROL INTENSITY; AND RESOURCE ALLOCATION RULES AS A CONSEQUENCE OF THE AFOREMENTIONED STEPS.
