This text contains materials from the 59th International Seminar on Contemporary Problems in Securing an Effective, Efficient and Fair Administration of Criminal Justice and Their Solutions, held from February 22 to March 20, 1982, as well as materials from the 60th International Training Course on Securing Rational Exercise of Discretionary Powers at Adjudication and Pre-adjudication Stages of Criminal Justice Administration, held from April 27 to July 3, 1982.
Abstract
Various problems in each sector of criminal justice administration are described, and ways of solving these problems so as to secure an effective, efficient, and fair administration of criminal justice are considered. Recent developments affecting the scope of the exclusionary rule are reviewed, and new developments in legislation and the courts bearing on sanctions to enforce the protection of human rights in the United States are discussed. Among other topics covered are the contribution of victimology to criminological theory, the exercise of prosecutorial discretion in the administration of criminal justice in Singapore, the role of the courts in the criminal justice system in Jamaica, and delays in criminal trials in Tanzania. Group workshops on administration of criminal justice, investigation and prosecution, trial, and treatment and rehabilitation are summarized, as are sessions on sentencing, coordination among criminal justice agencies, decisions at the initiation of penal process and prosecution, and statistics and research in view of rational discretion. Approximately 15 tables and 150 references are included.
