REPORT OF AN ATTEMPT TO MEASURE THE SEVERITY OF VARIOUS RESOURCE PROBLEMS FACING CORRECTIONAL ADMINISTRATORS BY MEANS OF A QUESTIONNAIRE SENT TO 78 ADMINISTRATORS OF STATE-LEVEL JUVENILE AND ADULT CORRECTIONAL AGENCIES.
Abstract
EIGHTY-THREE PERCENT OF THE QUESTIONNAIRES WERE COMPLETED AND RETURNED. RESPONDENTS WERE ASKED TO EXPRESS THEIR CONCERN WITH PROBLEMS IN FISCAL MATTERS, PERSONNEL, PLANNING, PROGRAM IMPLEMENTATION, EVALUATION ACTIVITIES, UTILIZATION OF PRIVATE SECTOR ORGANIZATIONS, PROBLEMS INVOLVING THE PRIVATE SECTOR, PRISON INDUSTRIES, INMATE AND PAROLEE SERVICES, AND PRIORITY AREAS FOR FEDERAL FUNDING. AN OVERVIEW OF THE QUESTIONNAIRE RESPONSES SHOWED THAT OVER 60 PERCENT OF THE CORRECTIONAL ADMINISTRATORS RATED OBTAINING SUFFICIENT FUNDS, COMPETITIVE SALARIES, SUFFICIENT FUNDS FOR PROGRAMS, CONTINUITY BETWEEN INSTITUTION AND COMMUNITY PROGRAMS, AND BETTER EVALUATION PROCEDURES AND FEEDBACK AS EXTREMELY SERIOUS OR MAJOR PROBLEMS. A DISCUSSION OF THE QUESTIONNAIRE RESULTS AND PERCENTAGE DISTRIBUTION OF RESPONSES FOR EACH CATEGORY ARE INCLUDED. THE APPENDIXES CONTAIN A SAMPLE SURVEY INSTRUMENT AND TABULATED RESPONSES ON ORGANIZATIONAL UTILIZATION IN PROVIDING SERVICES. (AUTHOR ABSTRACT MODIFIED)
