This fourth and final bulletin of Phase III of the Graduated Sanctions Project of the Juvenile Sanctions Center reports on the groundbreaking efforts of 1 of the 10 original demonstration sites, Las Vegas, NV, and offers direct cross-site assistance to other jurisdictions in the development of effective resource reallocation strategies.
Abstract
The Clark County Department of Juvenile Justice Services (CCDJJS), headquartered in Las Vegas, has had a long-running commitment to effective community partnerships coordinated to address the needs of juveniles and their families. The CCDJJS has formed new fiscal and programmatic partnerships with other related systems professionals and providers in Clark County. Some community-based programs at the "front end" of the graduated sanctions continuum include substance abuse assessment at intake, day reporting, house arrest, electronic monitoring, wilderness experiences, special needs counseling and gender-specific residential programming, multiagency antigang initiatives, school-based probation services, and specialty courts. The latter include drug court, truancy court, and the recently established reentry court. The reentry court is a model for the rest of the State as well as other demonstration sites. CCDJJS has made good use of both regular budget allocations and Federal grants to fund these and other community programs that serve as an alternative to incarceration. The CCDJJS Graduated Sanctions Committee, composed of a diverse array of staff and community providers, has been instrumental in shaping and implementing the vision of CCDJJS. Objectives for the future include the completion of a comprehensive resource directory of all the sanctions, interventions, and services the agency provides. Near completion is an ongoing, cumulative 5-year data book that will provide the framework for outcome studies, process evaluations, and research. 8 notes
