Abstract
IN REALISTIC URBAN ENVIRONMENTS, EMERGENCY RESPONSE VEHICLES MAY ENCOUNTER BARRIERS (E.G., RIVERS) AND ONE-WAY STREETS WHICH IMPEDE RAPID RESPONSE. FORMULAS ARE DERIVED FOR THE INCREASE IN MEAN TRAVEL DISTANCE ASSOCIATED WITH SUCH IMPEDIMENTS. (AUTHOR ABSTRACT).
