This manual presents a model curriculum for the development of employment programs within juvenile restitution programs, based on the experiences of restitution projects around the United States.
Abstract
It also provides step-by-step instructions for conducting onsite technical assistance or a 2-day training session. Restitution programs have developed the jobs programs to ensure that a job slot will be available to any offender who has no other source of income to pay restitution. Such programs also can instill a sense of responsibility, enhance offender competence, and develop a sense of the value of goods and money. Successful programs have several common characteristics, including the abilities to convince employers and the community of the benefits of offender employment and to build on existing community resources and support. They have also developed adequate funding, carefully selected work placements, set and maintained high standards of youth supervision and positive employer relations, and influenced the priorities of the local juvenile justice system toward an emphasis on restitution and work.
