This document details a comprehensive model designed to assist community leaders in addressing forensic service problems/issues and assist in restructuring forensic services to meet the needs of the community and the justice system.
Abstract
The National Forensic Science Technology Center (NFSTC), in conjunction with the U.S. Department of Justice, Bureau of Justice Assistance (BJA), has developed a comprehensive model, based on the work of the Michigan Public Safety Project, designed to assist community leaders in addressing forensic service problems that impact numerous stakeholder groups. This easy-to-use guide walks leaders through the process of project organization, goal setting, goal monitoring, and effective communication to assist in restructuring forensic services to meet the needs of the community and the justice system based on the ADDIE model (analysis, design, development, implementation, and evaluation). The document consists of a ten-step course of action: i) Identify and Define the Problem (Analysis), ii) Identify a Project Manager (Design), iii) Identify the Stakeholders (Design), iv)Recruit/Create Board (Development), v)Establish Board Meeting Schedule, vi) Create a Tactical and Strategic Plan, vii) Execute Identified Projects and Communicate Status (Implementation), viii) Report and Communicate to Agencies and the Community, ix) Resolving Conflicts and Issues, and x) Compile Comprehensive Final Report (Evaluation); as well as tools/guidance documents and additional resources aimed at reaching optimal solutions.
