This monograph recognizes that the 1990's have witnessed significant growth in community corrections and presents a model for the development and implementation of performance-based measures in community corrections.
Abstract
Performance-based measures provide correctional agencies with a mechanism for assessing what agencies do and how well they do it. Types of performance-based measures include process and outcome measures, and both types of measures are required to accurately access program effectiveness. Performance-based measures move agencies away from merely counting activities to measuring results. The proposed model for the development and implementation of performance-based measures is designed to help community corrections agencies and professionals explore three fundamental questions: (1) What are the agency's values, goals, and mission? (2) What specific activities does the agency perform in the name of goal achievement and how effectively are these activities performed? and (3) Are these activities leading to goal achievement? The first module of the monograph describes critical issues in performance-based measurement, while the second module outlines the performance-based measurement model. The third module looks at community corrections as a learning organization. Appendixes contain additional information on the evaluation and management of community corrections.
