THIS STUDY REPORT OF THE NEW YORK STATE ASSEMBLY SUBCOMMITTEE ON THE FAMILY COURT PROVIDES INFORMATION ON THE SCOPE OF AND NATURE OF GANG ACTIVITY IN NEW YORK CITY SINCE ITS RESURGENCE IN THE 1970'S.
Abstract
AMONG THE TYPES OF INFORMATION INCLUDED IN THIS REPORT ARE THE NUMBER OF VERIFIED AND ALLEGED GANG MEMBERS, THE TYPES OF GANGS NOW LOCATED IN NEW YORK CITY, NUMBERS OF GANG-RELATED ARRESTS, AND TYPICAL GANG ACTIVITIES. IT IS NOTED THAT MOST GANG RELATED OFFENSES INCREASED DRAMATICALLY DURING THE EARLY 1970'S. UNLIKE THE GANGS OF THE 1950'S, THE REPORT NOTES THAT GANGS OF THE 1970'S HAVE GREATER ACCESS TO LETHAL WEAPONS, ESPECIALLY FIREARMS. PROBLEMS OF GANG INTIMIDATION OF CITIZENS ARE ALSO DISCUSSED. INCLUDED IN THE APPENDIXES ARE THE TEXT OF A POLICE LECTURE ON YOUTH GANGS, THE TRANSCRIPT OF A NOVEMBER 30, 1973 SUBCOMMITTEE EXECUTIVE SESSION ON THE EXTENT AND NATURE OF GANG ACTIVITIES, AND A QUESTIONNAIRE FOR PUBLIC AGENCIES WHICH ASSESSES THE AGENCIES' KNOWLEDGE OF GANGS AND ACTIVITIES TAKEN WITH RESPECT TO GANGS.
