THE EXISTING EMPLOYMENT OF CIVILIAN SUPPORT PERSONNEL BY THE WATERLOO POLICE DEPARTMENT (ONTARIO, CANADA) IS ANALYZED, AND AREAS FOR ADDITIONAL UTILIZATION ARE RECOMMENDED.
Abstract
THE STUDY IDENTIFIED NEW TRENDS IN THE USE OF CIVILIANS IN POLICE WORK. MORE PROFESSIONAL AND MANAGERIAL POSITONS WITHIN POLICE DEPARTMENTS HAVE BEEN DEVELOPED FOR CIVILIANS, AND POLICE OFFICERS HAVE INCREASED THEIR ACCEPTANCE OF CIVILIANS IN OPERATING FUNCTIONS. THE CIVILIAN SUPPORT STAFF OF THE WATERLOO POLICE, A MEDIUM-SIZED ORGANIZATION, WAS DESCRIBED AND ITS EFFECTIVENESS FAVORABLY EVALUATED. POSITIONS WITH THE POTENTIAL FOR EMPLOYING CIVILIAN PERSONNEL WERE THEN IDENTIFIED USING THE METHODS DESCRIBED IN VOLUME I OF THE STUDY. THE REPORT RECOMMENDED THAT CIVILIANS BE USED IN THE FOLLOWING CAPACITIES: IDENTIFICATION OFFICERS, COURT ASSIGNMENT OFFICERS, PRISONER ESCORTS, CLERKS IN PUBLIC SERVICE PROGRAMS, DOMESTIC INTERVENTION COUNSELORS, PREPARATION OF OPERATIONAL REPORTS, COMPUTER OPERATIONS, TECHNICAL POSITIONS, AND INTERMEDIATE MANAGEMENT. A SCHEDULE FOR THE WATERLOO POLICE TO FOLLOW IN HIRING ADDITIONAL CIVILIANS WAS OUTLINED. THIS PLAN WOULD FREE SEVERAL OFFICERS FOR LAW ENFORCEMENT DUTIES AND REDUCE OPERATING COSTS.
