THIS REPORT CHRONICLES ADVICE AND ASSISTANCE GIVEN THE ADDISON, ILL., POLICE DEPARTMENT DURING PREPARATION OF A NEW RULES AND REGULATIONS MANUAL IN 1977; SPECIAL ATTENTION WAS GIVEN TO PROBLEMS OF POLICE DISCIPLINE.
Abstract
DURING THE COURSE OF THIS TECHNICAL ASSISTANCE PROJECT, THE CONSULTANT DID NOT BECOME ACTIVELY INVOLVED IN THE PREPARATION OF THE RULES AND REGULATIONS MANUAL. HOWEVER, HE DID ESTABLISH A TASK FORCE AND SET UP PROCEDURES FOR THE DEVELOPMENT OF SUCH A MANUAL, AN APPROACH WHICH IS RECOMMENDED WHEN OTHER LAW ENFORCEMENT AGENCIES REQUEST ASSISTANCE FOR THE PURPOSE OF UPGRADING THEIR INTERNAL RULES AND REGULATIONS. IT IS POINTED OUT THAT TOO OFTEN POLICE DEPARTMENTS BORROW MANUALS FROM EACH OTHER WITH THE RESULT THAT PROCEDURES DO NOT TRULY MEET LOCAL NEEDS. INSTEAD, LOCAL INVOLVEMENT BY BOTH SUPERVISORY AND PATROL PERSONNEL IS ESSENTIAL FOR AN ADEQUATE SET OF GUIDELINES. THIS REPORT INCLUDES GUIDELINES FOR DEVELOPING A DEPARTMENTAL MANUAL, TABLES SHOWING RESULTS OF A SURVEY OF DEPARTMENTAL EMPLOYEES AS TO FAIRNESS OF EXISTING REGULATIONS, SAMPLE REGULATIONS WITH COMMENTARY, AND THE PUBLIC SAFETY OFFICERS PROCEDURAL BILL OF RIGHTS ACT.
