A PRESENTATION OF THE EVALUATION PROCEDURE AND STANDARDS FOR DETERMINING THE NEED AND ROUTES FOR FOOT PATROLS IN CHICAGO DISTRICTS.
Abstract
IN AN EFFORT TO SET STANDARDS FOR DECISIONMAKING IN DETERMINING THE NUMBER AND ROUTES OF FOOT PATROLMEN THROUGHOUT THE CITY, THE CHIEF, DEPUTY CHIEFS OF PATROL, AND A CONSULTANT MET TO EVALUATE PRESENT OPERATIONAL PROCEDURE AND FORMULATE PROPOSALS. THE GENERAL CRITERIA ESTABLISHED FOR PRESCRIBING FOOT PATROL IN AN AREA HAD TO DO WITH THE PREVALENCE OF SIDEWALK CRIMES, SUCH AS PROSTITUTION, NARCOTICS, AND SALOON DISTURBANCES, TOGETHER WITH THE NUMBER OF BUSINESSES SELLING VALUABLE MERCHANDISE. IT WAS PROPOSED THAT IN DISTRICTS WHERE THE CRIME RATE AT A PARTICULAR TIME OF DAY REQUIRED ADDITIONAL FOOT PATROLS THAT MOTOR PATROLS FROM LOWER CRIME DISTRICTS SUPPLEMENT BY ACTING AS FOOT PATROLS. THE CARS OF SUCH TEAMS WOULD BE USED AS WAGONS.
