This paper reviewed the 1999 Mobile Phone Jammer Prohibition regulation as published by the Australian Communications Authority (ACA) prohibiting the supply and operation of mobile phone jammers.
Abstract
In 1999, the ACA published the Mobile Phone Jammer Prohibition to prohibit the supply and operation of specified radio-communications devices known as mobile phone jammers. However, in recognition of a number of significant developments that have occurred since 1999, the Australian Communications and Media Authority (ACMA) identified the need for a review of the overall regulation in 2008. One such development was the submission in 2009 by the Corrective Services Administrators Council (CSAC) that mobile phones were being illegally used by inmates and the potential benefits in the deployment of mobile phone jammers in correctional facilities to prevent or minimize that illegal use. The ACMA is considering the potential for an exemption to the Prohibition regulation to facilitate the trial of mobile phone jammers at the Lithgow Correctional Center, a maximum security correctional facility. The proposed trial is within the scope of this review and is discussed and identified as an issue for comment in this paper. Attachment A
