THIS REPORT CRITICIZES THE PROPOSED LESL (LAW ENFORCEMENT STANDARDS LABORATORY) STANDARDS FOR NIGHT VISION DEVICES ON THE GROUNDS THAT THEIR IMPLEMENTATION WOULD INCREASE COSTS SIGNIFICANTLY WITHOUT INCREASING PERFORMANCE.
Abstract
A STEP-BY-STEP CRITIQUE EXAMINES PURCHASE COSTS, TEST COSTS, CERTIFICATION COSTS, AND THE EFFECTIVENESS OF THE STANDARDS IN PROMULGATING HIGHER QUALITY, MORE USEFUL EQUIPMENT. THE PROPOSED PERFORMANCE REQUIREMENTS ARE DISCUSSED INDIVIDUALLY TO DETERMINE WHETHER OR NOT THEY ARE CONSISTENT WITH ACTUAL POLICE USAGE.
