Abstract
A STEP-BY-STEP CRITIQUE EXAMINES PURCHASE COSTS, TEST COSTS, CERTIFICATION COSTS, AND THE EFFECTIVENESS OF THE STANDARDS IN PROMULGATING HIGHER QUALITY, MORE USEFUL EQUIPMENT.
