REVIEW BY INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) PRESENTS STRONG ARGUMENTS AGAINST PROPOSED NILECJ STANDARDS FOR X-RAY SURVEYING OF SUSPECTED BOMBS.
Abstract
THE IACP BELIEVES THAT THE PROPOSED STANDARDS WOULD SHARPLY REDUCE POLICE BOMB DISPOSAL TECHNICIANS'S ABILITY TO PERFORM IN EMERGENCY SITUATIONS THAT COULD ENDANGER THEIR LIVES. THE EQUIPMENT AND DESIGN OF THESE X-RAY SYSTEMS IS FRAUGHT WITH PROBLEMS, ACCORDING TO THE IACP. ONE SUCH PROBLEM IS EXCESSIVE RADIATION LEAKAGE. THE X-RAY EQUIPMENT IS ALSO CUMBERSOME, REQUIRES AC POWER OUTLETS, AND IS TIME-CONSUMING TO SET UP WHEN TIME IS THE OVERRIDING FACTOR IN A SUSPECTED BOMB SITUATION. THE RELATIVELY HIGH COST OF SUCH X-RAY EQUIPMENT IS ANOTHER DRAWBACK FOR ALREADY MONEY-STRAPPED DEPARTMENTS. THE IACP BELIEVES THAT THE COMMON METHOD OF FLUOROSCOPE INSPECTION OF SUSPECTED BOMBS IS PREFERABLE OVER THE COSTLIER AND TROUBLESOME X-RAY METHOD....BS
