RECOMMENDATIONS FOR MEETING RECORDKEEPING AND OTHER ADMINISTRATIVE NEEDS IMPOSED BY THE REORGANIZATION OF KENTUCKY'S STATE JUDICIAL SYSTEM ARE PRESENTED.
Abstract
THE REORGANIZATION CONSOLIDATED ALL COUNTY, CITY, AND POLICE COURTS INTO A SINGLE, LIMITED-JURISDICTION DISTRICT COURT, WITH RECORDKEEPING RESPONSIBILITIES TO BE ASSUMED BY THE EXISTING CIRCUIT COURT (GENERAL JURISDICTION) CLERK. CONSULTANTS REVIEWED THE STATE-PROPOSED RECORDKEEPING SYSTEM FOR THE NEW DISTRICT COURTS AND THE SUITABILITY OF THE SYSTEM FOR USE IN THE JEFFERSON COUNTY COURTS. UNDER THE REORGANIZATION. THE OLD CASE-PROCESSING AND RECORDKEEPING SYSTEM USING DOCKET BOOKS FOR INDEXING, CASE TRACKING, ORDERS, JUDGMENTS, MINUTES, AND EXECUTIONS IS REPLACED BY INDEX CARDS, LOOSE-LEAF DOCKET SHEETS, AND A JUDGEMENT BOOK. CASE FILINGS OR JUDGMENTS THAT FORMERLY REQUIRED ENTRY IN FOUR OR FIVE SEPARATE BOOKS WILL REQUIRE ONLY ONE OR TWO ENTRIES, ALL IN NON-BOOK FORM. RECOMMENDATIONS OFFER SPECIFIC SUGGESTIONS FOR AVOIDING OR ALLEVIATING POTENTIAL PROBLEMS IN THE TRANSITION TO THE UNIFORM CASE-PROCESSING AND RECORDKEEPING SYSTEM. THE RECOMMENDATIONS ARE BASED ON SIMILAR EXPERIENCES IN COLORADO AND KANSAS.
