THE WISCONSIN LAW ENFORCEMENT STANDARDS BOARD'S PLAN FOR CONDUCTING JOB ANALYSIS RELATIVE TO LAW ENFORCEMENT OFFICERS IS DESCRIBED; METHODOLOGY, SAMPLING PLAN, DATA ANALYSES AND ANTICIPATED RESULTS ARE EMPHASIZED.
Abstract
THE PURPOSE OF THE BOARD'S ACTIVITIES IS TO ESTABLISH STANDARDS OF PROPER PROFESSIONAL CHARACTER FOR EMPLOYMENT AND TRAINING OF LAW ENFORCEMENT OFFICERS. FOR THIS REASON, PREPARATORY TRAINING FOR ALL NEW OFFICERS INCLUDES A 240-HOUR PROGRAM FOCUSING ON POLICE PROFICIENCIES, LEGAL PRINCIPLES, TRAFFIC SUPERVISION, AND FUNDAMENTALS OF HUMAN BEHAVIOR. STUDENT PERFORMANCE OBJECTIVES ARE THE MOST IMPORTANT PRODUCT OF TEACHING SYSTEMS DESIGN METHODS. THE FIRST STEP IN THOSE METHODS IS JOB ANALYSIS. DESIGN PLAN STEPS INCLUDE DETERMINING THE GENERAL PATROL OFFICER TASKS, DETERMINING REQUISITE SKILLS AND KNOWLEDGE, SETTING PERFORMANCE EVALUATION, DEVELOPING APROPRIATE INSTRUCTIONAL METHODS, AND VALIDATING INSTRUCTION AND TESTING. FROM EIGHT AREAS OF DUTIES PERFORMED BY OFFICERS SUCH AS PREPARING CASES FOR TRIAL, TESTIFYING IN COURT, AND INTERVIEWING CITIZENS AND SUSPECTS, A LIST OF 158 COMMON TASKS EMERGED. THIS LIST WAS THEN REVIEWED BY AN ADVISORY COMMITTEE AND MODIFIED ACCORDINGLY. THE VALIDATION INSTRUMENT REQUIRED OFFICERS TO MEASURE TASKS WITHIN TWO SETS OF PARAMETERS FOCUSING ON FREQUENCY AND IMPORTANCE OF PERFORMANCE OF THE TASK. RESULTS OF THE GENERAL TASK VALIDATION ARE NOT AVAILABLE. AN ADDITIONAL STEP OF JOB ANALYSES WILL BE BEHAVIORAL STUDIES OF THE ENABLING OBJECTIVES FOCUSING ON COGNITIVE ELEMENTS, PSYCHOMOTOR SKILLS, AND AFFECTIVE BEHAVIORS. A TOTAL OF 1,700 QUESTIONNAIRES DEVELOPED FROM TASK LISTS WERE SENT TO PATROL OFICERS, MEMBERS OF THE WISCONSIN LAW ENFORCEMENT TRAINING OFFICERS ASSOCIATION, AND TO CHIEFS OF POLICE. THE RETURN RATE HAS BEEN 58 PERCENT. TWO COMPUTER PROGRAMS HAVE BEEN PREPARED FOR DATA REDUCTION. IT IS ANTICIPATED THAT JOB ANALYSES WILL GENERATE INFORMATION WHICH WILL BE ESSENTIAL FOR SETTING APPROPRIATE STUDENT PERFORMANCE OBJECTIVES. REFERENCE NOTES ARE INCLUDED IN THE PAPER. (LWM)
