Abstract
This paper outlines a structure for reviewing pre- trial services. It is intended for social services departments and probation services wishing to evaluate their current pre-trial arrangements, particularly the need for bail support, with a view to developing appropriate services in the future. The paper assumes that there are many benefits to undertaking such a review to ensure that statutory duties are met and that scarce and often highly specialized resources are coordinated to maximum effect. Key principles of undertaking a review and possible outcomes are discussed. Suggestions for formulating a bail support policy are provided. The text contains three figures illustrating organizational flow charts for social services and probation service departments as well as a summary of the Audit Commission's description of an assessment-led model.
