The Texas Criminal Justice Policy Council has revised its March 1995 baseline projection of paper ready jail backlogs to include the impact of converting two 500-bed Department of Criminal Justice (DCJ) units to Texas Youth Commission capacity, recent policy changes by the DCJ concerning the award of good time, and changes in the correctional construction schedule.
Abstract
The baseline projection assumes maximum capacity utilization. This means that Section 499.155 of the Texas Government Code will have to be modified to allow the DCJ to house offenders in transfer facilities longer than 12 months. It also assumes that State jail facilities will be used as transfer facilities to the extent that State jail capacity exceeds the number of State jail felons. Section 507.006(c) of the Texas Government Code will have to be modified to allow this to happen after September 1, 1997. If the code is not changed, the "current law" paper ready jail backlog projection by August 1998 will be close to 29,000, as opposed to the 15,000 indicated in the report.
