The United Nations (UN) Ad Hoc Committee on the Elaboration of a Convention Against Transnational Organized Crime has developed a revised draft protocol against the illicit manufacturing of and trafficking in firearms, ammunition, and related materials.
Abstract
The draft protocol recognizes that fear of crime is fundamental to international cooperation and that international illicit trafficking in and criminal misuse of firearms have a harmful effect on the security of UN members and endanger their social and economic development. The draft protocol also recognizes that a sizable portion of firearms and ammunition trafficking is linked to other transnational criminal activities, that UN members should give high priority to preventing illicit firearms trafficking, and that appropriate controls be instituted. Articles of the draft protocol cover transnational organized crime, jurisdiction, confiscation or forfeiture, record-keeping, firearms identification, import and export licensing, information exchange and cooperation, confidentiality, and technical assistance.
