Six volumes comprise testimony and appended relevant material submitted at the House Subcommittee on Criminal Justice hearings regarding the recodification of Federal criminal laws.
Abstract
Witnesses represented the Department of Justice, the American Bar Association, American Civil Liberties Union, Business Roundtable, labor associations, Citizens Commission on Human Rights, religious organizations, university law school, Government agencies, and numerous other groups. The particular focus of the discussion was the need for revision of the Federal criminal code and the findings and conclusions of the Brown Commission, submitted to Congress in 1971, and subsequently analyzed to become the basis of current draft reform proposals. Witnesses commented on aspects of the draft legislation related to consensual monitoring, entrapment, white-collar crime, the statute of limitations for misdemeanors, fine levels, elimination of obscenity offenses, appeal procedures, obstructions to law enforcement, etc. Much of the testimony seeks to forestall provisions of the bill appearing to threaten civil liberties. Some reprinted materials contain footnotes, tables, and references.
