THIS ARTICLE EXAMINES THE CRIMINAL JUSTICE SYSTEM'S INABILITY TO KEEP KNOWN CRIMINALS OFF THE STREETS, USING THE RECORDS OF THE DISTRICT OF COLUMBIA AS ILLUSTRATION.
Abstract
CONSIDERED ARE BAIL LAWS WHICH ENABLE CRIMINALS ARRESTED ONE DAY TO BE BACK ON THE STREET COMMITTING NEW CRIMES THE NEXT, THE FACTORS WHICH KEEP THOSE ARRESTED FROM EVER COMING TO TRIAL AND THOSE TRIED FROM BEING CONVICTED, AND THE VARIABLES RESPONSIBLE FOR FEW CONVICTED OFFENDERS BEING SENT TO PRISON. SEVERAL REPRESENTATIVE OFFENDER CASE STUDIES ARE CITED AS EXAMPLES.
