AN EVALUATION FRAMEWORK FOR ALL LEAA-FUNDED PROGRAMS IN RHODE ISLAND IS PRESENTED, AND THEN APPLIED TO FIVE INDIVIDUAL PROGRAMS. THE FRAMEWORK IS BASED ON THE GOAL-ATTAINMENT MODEL OF PROGRAM EVALUATION.
Abstract
A CITIZEN'S TASK FORCE DEVELOPED THE FRAMEWORK OVER A 15-WEEK PERIOD, BEGINNING IN MARCH OF 1974. THE PROCEDURES FOLLOWED BY THE TASK FORCE ARE BRIEFLY DESCRIBED. THE GROUP NOTED THAT TWO LEAA-FUNDED PROJECTS WERE RESEARCH EFFORTS WHICH COULD NOT BE ADEQUATELY ASSESSED BY THE GOAL-ATTAINMENT FRAMEWORK. A SEPARATE SET OF RECOMMENDATIONS IS GIVEN FOR THE FOLLOWING PROGRAMS: THE 'PSYCHOLOGICAL TESTING FOR POLICE SELECTION PROJECT,' AND THE 'NEURO-PSYCHOLOGICAL DIAGNOSTIC STUDY.' THE TASK FORCE ALSO RECOMMENDED THAT ALL FUTURE GRANT APPLICATIONS BE REVIEWED TO ENSURE THAT PROGRAM STRUCTURE ALLOWS FOR EASE OF EVALUATION. APPENDIXES GIVE THE OUTLINE OF THE EVALUATION FRAMEWORK, THEN APPLY IT TO A COMMUNITY PROTECTION OFFICE PROGRAM A PROGRAM TO IMPROVE INMATE MEDICAL SERVICES AT ADULT AND JUVENILE CORRECTIONAL INSTITUTIONS, A DRUG ABUSE CRISIS INTERVENTION AND TREATMENT PROGRAM NAMED PROJECT ALPHA, A PROGRAM TO IMPROVE PSYCHOLOGICAL TREATMENT FACILITIES IN CORRECTIONAL INSTITUTIONS, AND WHITMARSH HOUSE/ANNEX HOUSE--A GROUP HOME FOR ADOLESCENT BOYS.
