GOALS AND STANDARDS ARTICULATED IN THIS VOLUME ARE PRESENTED BY THE GOVERNOR'S JUSTICE COMMISSION IN RHODE ISLAND TO PROVIDE DIRECTION FOR THE STATE'S CRIMINAL JUSTICE SYSTEM.
Abstract
GOALS, WITH ACCOMPANYING STANDARDS FOR THEIR ACHIEVEMENT, ARE CATEGORIZED AS LAW ENFORCEMENT, CORRECTIONS, AND JUVENILE JUSTICE. LAW ENFORCEMENT GOALS INCLUDE COMMUNITY RELATIONS, COMMUNITY RELATIONS INSERVICE TRAINING, THE HANDLING OF COMPLAINTS, POLICE OFFICER ASSAULTS AND CONFLICT MANAGEMENT, LAW ENFORCEMENT PLANNING AND MANAGEMENT, LAW ENFORCEMENT POLICIES AND PROCEDURES, PATROL, JUVENILE OPERATIONS, AND PLANNING FOR SPECIALIZED CAPABILITIES. THEY ALSO INCLUDE THE REGULATION OF PRIVATE SECURITY, THE LICENSING OF PRIVATE SECURITY BUSINESSES, PRIVATE SECURITY INTERACTION WITH LAW ENFORCEMENT, AND ETHICAL STANDARDS FOR PRIVATE SECURITY. CORRECTIONS GOALS INCLUDE PRETRIAL DETENTION, CLASSIFICATION, EDUCATIONAL AND VOCATIONAL TRAINING, HEALTH CARE, COUNSELING SERVICES, INSTITUTIONAL SANITATION, ADULT PROBATION, TRAINING FOR ADULT PROBATION PERSONNEL, AND PAROLE. JUVENILE JUSTICE SYSTEM GOALS RELATE TO PUBLIC EDUCATION, FAMILY SERVICES, RECREATIONAL SERVICES, AND DIVERSION ALTERNATIVES, AS WELL AS PROBATION, THE COORDINATION OF JUVENILE JUSTICE SYSTEM COMPONENTS, TRAINING, CORRECTIONAL DISPOSITIONS (INSTITUTIONAL CARE), TRAINING SCHOOLS, NONINSTITUTIONAL CARE, AND GROUP HOMES AND THEIR LICENSING.
