AN APRIL, 1973, REPORT ON TECHNICAL ASSISTANCE RENDERED TO RHODE ISLAND IN EVALUATING THE SERVICES PERFORMED BY THE DEPARTMENT OF NATURAL RESOURCES' DIVISION OF LAW ENFORCEMENT AND DETERMINE ELIGIBILITY FOR FEDERAL AID.
Abstract
AT THE TIME OF THE REPORT, THE DIVISION HAD AN AUTHORIZED STRENGTH OF 59, INCLUDING NINE VACANCIES, AND WAS RESPONSIBLE FOR LAW ENFORCEMENT IN THE 27,000 ACRES OF STATE PARKS. THIRTY-SIX OF THE 59 EMPLOYEES OF THE DIVISION ARE CONSERVATION OFFICERS. IT IS SUGGESTED THAT THE PARK POLICE FUNCTIONS BE SEPARATED FROM THE CONSERVATION FUNCTIONS AND THAT THE PARK POLICE BE MADE AN AUTONOMOUS AGENCY AS SOON AS PRACTICABLE. IT IS ALSO SUGGESTED THAT A CRIMINAL ACTIVITY PROFILE BE DEVELOPED FOR THE PARKS SO THAT POLICING NEEDS MAY BETTER BE ESTIMATED. SPECIFIC RECOMMENDATIONS RELATE TO INCREASING STAFFING, IMPROVING PATROL PROCEDURES, RADIO FACILITIES, AND IMPROVING REPORT FORMS.
