Abstract
AN INTRODUCTORY CHAPTER DESCRIBES THE PROJECT OBJECTIVES AND THE METHODS USED BY THE STUDY TEAM. THE REMAINDER OF THE REPORT CONSISTS OF A COMPREHENSIVE ANALYSES OF THE BUREAU OF POLICE, INCLUDING ITS ORGANIZATION, MANAGEMENT PRACTICES, OPERATIONAL TECHNIQUES, MANPOWER DEPLOYMENT, COMMUNICATIONS, PERSONNEL PRACTICES, INFORMATION SYSTEMS, RECORDS MANAGEMENT, PROPERTY MANAGEMENT, UTILIZATION OF EQUIPMENT AND FACILITIES, AND ITS RELATIONSHIP TO OTHER AGENCIES AND THE COMMUNITY AT LARGE. PROBLEM AREAS AND OPPORTUNITIES FOR INCREASING THE PRODUCTIVITY OF THE BUREAU ARE IDENTIFIED, AND SUITABLE RECOMMENDATIONS FOR IMPROVEMENT ARE PRESENTED. (AUTHOR ABSTRACT MODIFIED)
